INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and long-term national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include:(i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of “spearheading wealth creation for all”. The following are the required personnel and work-related traits for the positions.

KNOWLEDGE AND LEARNING DIRECTORATE

A. Senior Monitoring and Evaluation Officer (NP 4)


Under the direct supervision of the Monitoring and Evaluation Manager, the key highlights of the position of Senior Monitoring and Evaluation Officer are as follows:


1) Duties and Key Responsibilities


 Contribute to National Development Plan monitoring and evaluation framework;
 Contribute to monitoring and evaluation of medium and long term national development programmes and flagship projects; and performance outcome indicators for the Medium and Long Term National Development Plan expected outcomes;
 Participate in the reviewing and refocusing of the Malawi Growth and Development Strategy programmes and projects;
 Document success stories, best practices, and lessons learned and share them with team members and other stakeholders to facilitate continued improvement and impact;
 Conduct the training and mentoring of team members and key stakeholders to enhance their understanding of the M&E framework for the medium term national development strategy and long term vision.
 Contribute to preparation of periodic reports on implementation of medium and long term national development plans in liaison with relevant and submit to the relevant stakeholders as specified in the legal framework.
 Carry out periodic progress review meetings on implementation of medium and long term development plans;
 Participate in Development an effective communication framework to enable all relevant
 stakeholders to share and access all knowledge and information and that is well managed and updated;
 Cultivate strategic M&E relationships and alliances with monitoring, evaluation and knowledge and learning counterparts in other public national institutions and key stakeholders,
 Carry out other activities as agreed within the NPC or assigned by the M&E Manager


2) Minimum Academic and Professional Qualifications/Experience


A Master’s Degree in Statistics, International Development, Demography, Economics or Social Sciences with 5 years post graduate experience in programme monitoring and evaluation.


3) Competencies and Personal Attributes


 Have strong analytical skills and experience in project monitoring and evaluation
 Strong skills in programme and projects reviews, evaluations and reporting in different format;
 Have wide experience in working with international cooperating partners and donors, the public and private sectors and non-governmental organisations;
 Have a good grasp of the determinants and challenges on implementation of the National Development Strategy in Malawi and the growing demand for an effective and independent monitoring and evaluation frameworks;
 Have excellent oral communication, writing and negotiation skills;
 Be able to motivate and lead a multi-disciplinary planning effort; and
 Be computer literate and be able to apply various programmes and software

FINANCE AND ADMINISTRATION DIRECTORATE


A. Senior Accountant (NP 4)


Under the direct supervision of the Director of Finance and Administration, the key highlights of the position of Senior Accountant are as follows:


1) Duties and Key Responsibilities


 Ensure that correct and timely financial information is provided to management and stakeholders;
 Set targets and supervise, coordinate performance of the finance section;
 Ensure that all accounting, financial reports required by donors and Government are prepared and submitted on time.
 Ensure that all financial, legal requirements and statutory requirements (taxation, pensions, etc) are met on time;
 Ensure that the Director of Finance and Administration is kept abreast of the affairs/problems of the section at all times.
 Prepare monthly management accounts and produce quarterly and annual reports in compliance with the generally accepted accounting practices, international reporting standards, Companies Act 2013 and other relevant provisions.
 Contribute to the preparation of strategic and corporate plans by producing annual budgets;
 Co-ordinate the data processing function and maintain an efficient computerized accounting system; and
 Provide continuous on-the-job training to ensure that accounting personnel maintain leading–edge skills at all times.
 Participates in recruitment, induction, performance appraisal, career management and other personnel administration for staff under charge in close liaison with Human Resources Management Officer.


2) Minimum Academic Qualifications and Experience


A Bachelor’s Degree in Accountancy and an any of the following professional qualifications: ACCA, CPA, CIMA, CA with 5 years post qualification experience in public financial management.


3) Competencies and Personal Attributes


 Have dignity and self-control with high moral standards and high level of personal integrity
 Strong analytical skills and forward looking;
 Effective negotiation skills;
 Excellent communication both orally and written, interpersonal and time management skills;
 Experience in design and implementation of computerised accounting systems with mastery of modern accounting/financial procedures and practices;
 Able to prepare annual financial plans for the commission and implement control measures to safeguard resources; and
 An innovative and effective team player


B. Accountant (NP 6)


Under the direct supervision of the Senior Accountant, the key highlights of the position of Accountant are as follows:


1) Duties and Key Responsibilities


 Ensure that the finance section is effective and efficient in making payments to suppliers and producing expenditure returns on time.
 Monitoring and controlling expenditure to ensure that appropriate action is taken by management to curtail any foreseeable negative impact on the Commission’s operations.
 Processing payments according to the established approval procedure; ensuring that payment requisitions are properly supported and authorized, and that statutory and all other payments are made on a timely basis.
 Ensuring that effective internal financial controls are implemented in liaison with all stakeholders.
 Ensuring that all payments are duly sanctioned by an Internal Procurement and Disposal Committee (IPDC) where appropriate, and have supporting documents.
 Monitoring Commission’s daily bank balances.
 In collaboration with the Finance Management ensuring that suppliers are paid timely.
 Participating in the preparations of annual budgets in conjunction with other department heads for approval by the relevant authority.
 Maintaining books of accounts effectively to fulfil the requirements for management decision making, reporting and external audit.
 Advises departments on financial administration standards and procedures to ensure effective control of the Board’s financial resources.
 Providing information and assistance to internal or external Auditors in times of audit activities
 Supervises staff under charge to ensure that the Commission provides an acceptable level of financial administration and management service.


3) Minimum Academic and Professional Qualifications/Experience


Bachelor of Accountancy/Finance, or professional qualification such as ACCA, CIMA or CA and at least four (4) years postgraduate experience.


4) Competencies and Personal Attributes

INTERNAL AUDIT UNIT


Internal Auditor (NP 5)


1) Overall purpose of the job


Reporting to the Board Chairperson of Commissioners, the internal Auditor shall be responsible for developing and implementing an independent and objective assurance of internal control systems, risk management and governance processes and provide an advisory service to the Board and Management. The incumbent will also ensure that auditing systems, standards and practices are in line with internationally recognized auditing procedures and requirements by the Government of Malawi (GOM) and Funding Partners.


2) Duties and Key Responsibilities


 Establish policies and procedures for internal auditing activity, direct technical and administrative functions and manage the day to day activities of auditing function.
 In consultation with management, plan, monitor, and evaluate implementation of internal audits for NPC programmes as per approved integrated annual work plan.
 In consultation with management, identify key risky areas and advise on the requisite internal control systems/strategies to be introduced/implemented in order to safeguard NPC funds, assets and interests;
 Provide overall strategic direction, leadership and supervision of the internal audit function;
 Assessment of the adequacy and effectiveness of processes by which risk is identified, prioritized, managed, controlled, mitigated and reported;
 Identify staff capacity gaps through training needs assessment and provide on-job training and mentoring of staff whenever necessary;
 Assist external auditors in the execution of independent audit assignments;


3) Minimum Academic Qualification and Experience


A Bachelor’s Degree in Accounting, finance /auditing and ACCA, CA, CPA, CIA, CIMA or equivalent professional qualification with at least 5 years of post-qualification audit experience at supervisory or management level.


4) Competencies and Personal Attributes


 Experience in government and donor funded projects;
 Have proven abilities to audit books of accounts;
 Have a commendable track record working in a competitive and challenging environment;
 Have effective interpersonal and negotiation skills;
 Have excellent communication and time management skills;
 Be an innovative manager and team player; and
 Have knowledge of auditing computerized accounting systems.
